ICAUGHTMYSELF.NETOpen up your image, Go over to the layers box.
Right click on the background layer and select Duplicate Layer.
Then go to Filter>>Blur>>Radial Blur.
Set your settings like mine and then press ok.
Now it should look like this.
Now get the Eraser Tool and get one of the big brushes.
And now Erase some of the parts of the blur.
Now it should kinda look like this.
& Now your done :)
Right click on the background layer and select Duplicate Layer.
Then go to Filter>>Blur>>Radial Blur.
Set your settings like mine and then press ok.
Now it should look like this.
Now get the Eraser Tool and get one of the big brushes.
