If i didn't explain something right i'm sorry, I'm the worst at explaining things.

Open up the picture you want.
I'm using one of Ashley Tisdale.
Click on the background layer 2 times,
Something should pop up, Press ok.
Now get the pen tool and go around the person or thing.
It should look like this when your done
Now right click on your image and select 'Make Selection' make the thing 0 pixels and press ok.
Now get the lasso tool and right click on your image and press 'Select Inverse' and then press delete on your keyboard.
And now it should look like this.
Now right click on the only layer there and select 'Blending Options' and select stroke and set the color to white and set the size to 2, Then press ok.
Now right click on that layer again and select 'Duplicate Layer' and press ok.
Now drag that layer you just made under the other layer,
Now right click and select blending options and select stroke again, This time do a gradient and set the size to 3.
If you don't have the colors you want for the gradient then go to the color picker and get some ;D
Now duplicate the layer again and select blending options and select stroke again, Select pattern and select this pattern and set the size to 4.
If you don't know how to get that pattern in there then go here
Now it should look like this.
Now time to make the sunvector.
Take this sun-vector image, Yes you can re-size it if you need to.
Now we need to make the sunvector into a brush, So open the image i just gave you in photoshop, Make sure its the size you want it then go to edit>>define brush preset and click ok.
Now get the brush tool and go all the way down and it should be there if it is then click on it.
Now make a new layer, Color the background white and drag that layer under all the layers, Now make another layer and drag it under every other layer, But not the one you colored white.
Get the colors you want for your sun-vector and make sure you still have the sun-vector brush :)
Now click the sun-vector brush over your image, Now it should look like this
Now get the magic wand tool and click on the white part of your sun-vector, It should look like this now.
Now make another layer and get the lasso tool and right click on your image and select 'Fill' select color and the color picker should pop up, Select the color you want and press ok.
And you're done.
This is how it should look now.
